Statement Highlights
Ladies and gentlemen, one of the most important ways that we must measure the value of our international community is by how effective we are in protecting and providing justice for the most vulnerable of our members. When women and girls are preyed upon and raped, the international community cannot be silent or inactive. It is our responsibility to be their advocates and their defenders.

You’ve heard statements from President Mugabe, you’ve seen actions on the ground. Now, the U.N. representative envoy will get there, I think in the next day or so. We’re going to consult with colleagues. We want to focus on this very important issue as soon as possible and I understand that he is going to be there for a few days, three or four days or something like that, but we would want to have a meeting as soon as possible, with or without him.

The United States welcomes the Panel's Report and remains concerned by a number of its findings and the on-going need for corrective action. The United States has been working with UNDP management for over a year now to address systemic weaknesses through our UN Transparency and Accountability Initiative (UNTAI).

It has been frequently noted that successful implementation of UN Security Council mandates must involve a huge number of UN, regional, and other international community actors. Leadership on the ground requires excellent coordination. The role of the Special Representative of the Secretary-General is critical, we must have a clear mandate, with needed authorities and resources. We support ongoing efforts to ensure proper integration of UN missions.

...on Lebanon, we are deeply concerned about the use of force by Hezbollah against the Lebanese. We have warned for some time that Hezbollah—which is backed by Syria and Iran—is rearming and we have seen the manifestation of that and we continue to see it in terms of the unlawful use of force against Lebanese institutions and population. We expect the Security Council to address this issue...
